The European Framework Agreement was negotiated between the EMF, the EWC and the European Central Management. The EMF was mandated by the national trade unions with membership in AREVA. Thus it could be ensured that on the European level nothing was negotiated which could later be an obstacle to national collective bargaining. Since there is yet no legal frame on transnational collective bargaining on the company level, the EMF had adopted an own mandatory procedure which is to ensure that all relevant trade unions are involved and implement the European framework agreement on the national level.
